Tempus

Objectives of the Programme

Tempus is a European Union programme designed to help the process of higher education reform in Partner Countries. It supports projects between the higher education sector in the EU and its 27 partner countries to facilitate university modernisation, mutual learning between regions and peoples and understanding between cultures.
Tempus stands for Trans-European mobility scheme for university studies.
The Programme promotes voluntary convergence with EU developments in the field of higher education deriving from the Lisbon agenda and the Bologna process.
The first Tempus programme lasted from 1990 until 1994. The programme was consolidated and renewed for the 1994-1998 and 1998-2000 periods and, again, for the 2000-2006 period. It has become customary to refer to these periods of the programme as “Tempus I”, “Tempus II”, “Tempus II bis” and “Tempus III”. Tempus IV phase of the implementation was planned for 2007-2013.

Specific programme objectives:

  • To promote the reform and modernisation of higher education in the partner countries;
  • To enhance the quality and relevance of higher education in the partner countries;
  • To build up the capacity of higher education institutions in the partner countries and the EU, in particular their capacity for international cooperation and for a permanent modernisation process, and to assist them in opening themselves up to the society at large, the world of work and the wider world
  • To overcome the fragmentation of higher education between countries
  • To enhance inter-disciplinarity and trans-disciplinarity;
  • To enhance the employability of university graduates;
  • To make the European Higher Education Area more visible and attractive in the world;
  • To foster the reciprocal development of human resources;
  • To enhance mutual understanding between peoples and cultures of the EU and of
  • the partner countries.

Tempus project coordination by FVM UB: 544270-TEMPUS-1-2013-1-RS-TEMPUS-JPCR Serbia: Striving Towards Exellence in Veterinary Education (EDUVET). 

Project duration: December 2013 - November 2016

The wider project objective is to achieve graduation of highly competent veterinary surgeons recognized by European Union (Directive 2005/36 EU), Serbian veterinary legislation and labour market.

Specific objectives: a) upgrade veterinary curricula focused on "clinical teaching" methodology, introduce modern veterinary specialist courses and novel course in organic livestock production; b) obtain a broad overview of the present status and perspectives of the veterinary profession in Serbia and the place of veterinary education within the profession.

These objectives should be achieved through a joint effort of FVM UB  in cooperation with two non-academic institutions (Veterinary Directorate and Veterinary Chamber of Serbia) and four EU universities with substantial expertise and approved veterinary teaching facilities.

The principal outcomes a) upgraded veterinary curricula with incorporated "clinical teaching methodology" in compliance with EU standards; b) new veterinary specialist curricula in compliance with Serbian Law on Veterinary Matters; c) new curriculum in organic livestock production and c) comprehensive survey on the "Present state of the veterinary profession in Serbia and vision for the future".

Upgraded and new curricula should make a significant impact on the future quality and recognition of veterinary services at all levels, on animal health and welfare, food safety and agricultural economy in Serbia. Results of the survey should instigate profession wide debate on direction of the future development of the veterinary medical profession.
